Office of the State Council Safety Committee holds national video conference on fireworks and firecrackers safety production

On September 29, the Office of the Safety Committee of the State Council held a video conference on fireworks safety production work to thoroughly study and implement the important instructions and directives of General Secretary Xi Jinping on safety production, promote the implementation of the Opinions of the General Office of the State Council on Further Strengthening the All-Chain Safety Supervision of Fireworks and Pyrotechnics (hereinafter referred to as the "Opinions"), summarize the safety production work of the previous stage, analyze existing problems, assess the current situation, and deploy key tasks for safety supervision in the upcoming stage, especially during the peak season. Hu Minglang, Deputy Director of the Office of the Safety Committee of the State Council and Vice Minister of the Ministry of Emergency Management, attended the meeting and addressed it.

The meeting pointed out that all regions and relevant departments must strengthen organizational leadership, detail specific measures, and treat the implementation of the "Opinions" as a crucial task for the present and future. They must enhance interpretation and training, unify supervision standards, and further solidify the main responsibilities of enterprises, departmental supervision, and local management. They must strengthen public awareness, encourage the masses to actively report illegal and infringing activities, and create a positive social atmosphere. They must enhance coordinated linkage, conduct in-depth investigations and trace origins across the entire chain to form regulatory synergy. They must strengthen law enforcement and penalties, and the connection to judicial processes to play a deterrent role. They must enhance pressure transmission, solidify responsibilities at every level, continuously track effectiveness, and pursue accountability strictly to ensure that all tasks and measures are rooted in practice and achieve tangible results.

The meeting emphasized that the safety production situation during the fireworks peak season this year is complex and severe, and the safety supervision tasks are extremely arduous. All regions and relevant departments must strictly implement the requirements of the "Opinions," solidly carry out the special action of "Combating Illegality and Governing Violations," and effectively manage and prevent safety risks in all links of fireworks production, storage, operation, transportation, and firing. They must increase inspection frequency and intensify law enforcement, severely cracking down on illegal and infringing activities such as "three excesses and one change," exceeding production and operation standards, and the illegal production, operation, and transportation of fireworks.

At the meeting, representatives from the Ministry of Public Security, the Ministry of Transport, the State Administration for Market Regulation, and Jiangsu, Jiangxi, Hubei, Hunan, and Sichuan delivered speeches. Relevant units from the concerned ministries of the Safety Committee of the State Council and the Cyberspace Administration of China attended the meeting in person, while relevant units from provincial Safety Committees and cyberspace departments attended via video conference.
