On October 20-21, 2023, the Ministry of Emergency Management organized and coordinated the emergency management departments of five provinces—Guangdong, Fujian, Jiangxi, Hunan, and Guangxi—to hold an inter-provincial coordination symposium on fireworks safety regulation in Zhaoqing, Guangdong. The meeting earnestly studied and implemented the important instructions of General Secretary Xi Jinping on work safety, deeply implemented the relevant requirements of the “Notice of the General Office of the State Council Safety Committee on Strengthening Fireworks Safety Production During Peak Season,” and strongly promoted inter-provincial coordination across all links and the entire chain of fireworks safety regulation. Zhang Xinglin, a first-level inspector of the Second Bureau of Hazardous Chemicals Supervision of the Ministry of Emergency Management, attended the meeting and delivered a speech.

The current foundation of fireworks safety management remains relatively weak, and work safety faces numerous risks and challenges; the situation remains severe and complex. Once an accident occurs, it may cause serious casualties and property losses. As the year-end approaches, fireworks are about to enter the peak season of production and operation. Guangdong, Fujian, Jiangxi, Hunan, and Guangxi are major provinces for fireworks production and consumption, bearing heavy safety supervision responsibilities. Convening this symposium helps study and resolve outstanding problems, share experiences and practices, and strengthen work synergy, which is very timely and necessary. Relevant local emergency management departments should attach great importance, clearly recognize the current situation, carefully analyze and assess safety risks, and formulate practical safety control measures targeting key periods such as New Year's Day, Spring Festival, Qingming Festival, and the National People's Congress sessions, resolutely preventing and curbing fireworks accidents.
The emergency management departments of the five provinces—Guangdong, Fujian, Jiangxi, Hunan, and Guangxi—should carefully analyze the problems existing in the operation of the cross-provincial fireworks safety supervision coordination mechanism, continuously improve working mechanisms such as joint meetings, consultation and judgment, information notification, joint law enforcement, and cross inspections, adopt multiple measures and address both symptoms and root causes, strengthen joint construction, sharing, and co-governance of fireworks safety supervision, and strive to achieve complementary advantages and mutual benefit. The cross-provincial adjacent municipal and county emergency management departments of Guangdong, Fujian, Jiangxi, Hunan, and Guangxi should all establish corresponding coordination mechanisms, fully leverage the role of information-based means such as the fireworks flow management information system, expand cooperation content, enrich cooperation methods, and resolutely crack down on illegal production, operation, storage, and transportation of fireworks across provinces.
The five provinces—Guangdong, Fujian, Hunan, Jiangxi, and Guangxi—should fully leverage the coordinating and leading role of the Safety Committee, regularly hold inter-provincial coordination meetings, solidify the leadership responsibilities of county and township governments, promote the establishment and operation of a township-village “grid-based” working mechanism, focus on key areas, venues, and personnel, closely cooperate with public security, transportation, market supervision and other departments to conduct joint law enforcement against illegal acts such as unlicensed production, unlicensed operation, and concealed or false reporting of fireworks transportation, improve processes for case handling, clue transfer, and follow-up disposal, trace the source, and completely sever the illegal fireworks interest chain.
Deputy leaders of the emergency management departments of the five provinces—Guangdong, Fujian, Jiangxi, Hunan, and Guangxi—, heads of business divisions, and heads of cross-provincial adjacent municipal and county emergency management departments, totaling 60 comrades, attended the meeting.
