On October 8, the Ministry of Emergency Management held a Party Committee meeting to convey and study the important instructions made by General Secretary Xi Jinping on building a higher level of safe China and the spirit of the Work Conference on Building a Safe China, and to research and deploy key near-term tasks. The meeting was chaired and addressed by the Party Secretary and Minister, Zhang Chengzhong.
The meeting pointed out that President Xi Jinping's important instructions fully affirmed the remarkable achievements in building a safe China since the 18th National Congress of the Communist Party of China, put forth clear requirements for building a higher level of safe China, and mapped out the blueprint and pointed the direction for the construction of a safe China. It is necessary to deeply study and implement the spirit of President Xi Jinping's important instructions, firmly uphold the overall national security concept, target the "Four More" goals, and seriously implement the arrangements of the Work Conference on Building a Safe China. Based on the functions of emergency management, we must take proactive responsibility and work in earnest, accelerating the transformation of public safety governance models towards preventive measures in advance, resolutely preventing and curbing major and special accidents, and contributing to the construction of a higher level of safe China.
The meeting required that as we enter the fourth quarter, when various safety risks are intertwined and superimposed, there must be no slackening whatsoever. We must continuously maintain vigilance regarding safety, urge all regions and types of enterprises to conduct risk screenings for resumption of work and production, solidly carry out returnee training and facility and equipment inspections, deepen special governance for resource theft and collection, ship repair and construction, mines, firefighting, hazardous chemicals, fireworks, transportation, construction sites, and fishing vessels, closely monitor and effectively respond to natural disasters such as heavy rainfall, earthquakes, geological disasters, and forest fires, ensuring the sustained stability of the safety situation.
